TBMC Alliance Launch | Issue Design Builds a New Biomanufacturer’s Identity

TBMC, planned by the Ministry of Economic Affairs and formed with ITRI and DCB, used its first public appearance to announce a strategic alliance with US-based National Resilience. VOCAL MIDDLE designed issues from sentiment data, built an international on-site image, and planned zoned check-in; nearly 200 guests attended, 232 articles followed, and the project won a 2025 Bronze award.

Project Goals

Taiwan Bio-Manufacturing Corporation (TBMC) was planned by the Ministry of Economic Affairs and formed jointly by ITRI and the Development Center for Biotechnology. At this launch it announced a strategic alliance with National Resilience covering technology transfer and investment, aiming to connect Taiwan’s nucleic-acid drug industry with global markets and build an international biomanufacturing supply chain. The project aimed to ensure that industry, government, academia, and media clearly understood TBMC’s origins, the alliance, and its industry position at its first public appearance.

Business and Communication Challenge

After the pandemic, global attention to mRNA vaccines and GMP-scale manufacturing rose sharply. TBMC was founded under a national action plan launched in 2022 and drew attention from industry and media before it formally opened, along with many expectations. This launch was its first public event; without focused messages, the market might see only labels such as “biotech TSMC” and overlook the company’s actual business and the alliance. The project needed to identify perception gaps among stakeholders, establish a clear and accurate corporate identity, and present the image of a company partnering internationally.

Strategy and Approach

Design issues from sentiment data and weight messages by stakeholder
Sentiment data revealed gaps between public perception of TBMC and market expectations; the team then weighted industry positioning, alliance details, and policy background differently for biotech, finance, technology, international, and political media and for each stakeholder group, so each could find information matching its interests.

Build an international corporate image from stage to group photo
From stage visuals and the signing ceremony to guest photos and interviews, the event presented a consistent image of international partnership, so coverage visuals and content alike conveyed TBMC’s alliance with its global partner.

Plan zoned check-in to improve the guest experience
Check-in was organised by guest category and zone for industry, government, and academic guests and media, preventing crowding, letting nearly 200 attendees enter smoothly, and keeping interviews and the ceremony on schedule.

Results and Impact

The launch drew nearly 200 guests from industry, government, and academia, with Premier Chen Chien-jen witnessing the alliance, and generated 232 media articles across biotech, finance, technology, international, and political beats, including PTS News, Commercial Times, UDN, Liberty Times, Business Today, Wealth Magazine, Central News Agency, Business Next, GeneOnline, and Taipei Times, with combined exposure and PR Value of over NT$37.46 million. Coverage explained TBMC’s founding and alliance from angles including CDMO opportunities, industry positioning, policy background, and vaccine manufacturing capacity, giving the new company multi-source public information at its first public appearance. The project also won Bronze in the Health and Biotech PR category at the 2025 Chinese PR Awards.

FAQ

1.Why did TBMC hold a strategic alliance launch?
TBMC was planned by the Ministry of Economic Affairs and formed by ITRI and the Development Center for Biotechnology, and drew attention before it formally opened. The launch was its first public event, announcing a technology-transfer and investment alliance with National Resilience, so that industry, government, academia, and media would clearly understand its origins, the alliance, and its role in biomanufacturing.

2.What strategy and services did VOCAL MIDDLE provide in this case?
VOCAL MIDDLE used three core strategies: designing issues from sentiment data and weighting messages by stakeholder; presenting an international corporate image from stage visuals and ceremony to photos and interviews; and planning zoned check-in. The scope covered brand media communications and brand market communications.

3.How does this case differ from a typical corporate launch?
TBMC drew heavy attention before it opened, and the market tended to understand it through a single label. This case first used sentiment data to find perception gaps and expectations, then weighted issues by media beat, so coverage could explain the company from CDMO, policy, and industry-positioning angles rather than stopping at a catchy label.

4.What verifiable outcomes did this case produce?
Nearly 200 guests from industry, government, and academia attended, 232 media articles followed, combined exposure and PR Value exceeded NT$37.46 million, and the project won Bronze in the Health and Biotech PR category at the 2025 Chinese PR Awards. Figures follow the aggregate wording on the published case page (2024-02-29).

5.How does this case relate to AI PR?
The case organised TBMC’s official name, origins, alliance with National Resilience, and industry position into multi-source public information through 232 articles across beats. When investors, partners, or AI tools look up biopharma CDMOs in Taiwan or TBMC itself, they can find a consistent corporate position in named media, reducing the chance of understanding the company through a single label.
